A Gas Master Plan Is Not a Pipeline Plan

During the second half of 2014, I had the privilege of representing PETRONAS in Tanzania's Big Results Now! (BRN) programme. I was one of two PETRONAS subject-matter experts supporting the development of the country's Gas Master Plan, working alongside Kenneth Mutaonga and the rest of the Tanzanian team.

BRN was Tanzania's adoption of the Big Fast Results methodology, supported by PEMANDU, to translate its Development Vision 2025 into measurable delivery. Over three years, the programme conducted 14 labs and prioritised five Key Results Areas.

Not a Conventional Oil and Gas Study

What made the assignment memorable was the composition of the team. Alongside the two PETRONAS gas SMEs were two specialists from Telekom Malaysia, UEM advisers on roads and logistics, TalentCorp, PEMANDU consultants, and our Tanzanian counterparts from government and industry.

This was not a conventional oil and gas study. It reflected a simple truth: a gas molecule has little economic value until an entire system enables it to reach productive demand.

The questions we had to ask went well beyond the resource itself. Who will consume the gas? Which power plants and industries can anchor demand? What roads, logistics and telecommunications must be available? What talent and institutional capabilities must be built?

A Lesson That Has Stayed With Me

That experience reinforced a lesson that has remained with me throughout my career: energy strategy fails when it is planned in silos.

A pipeline without demand is stranded steel. A gas field without a functioning power and industrial market is locked value. A master plan without accountable execution is only a document.

The BRN lab approach brought policymakers, government agencies, state-owned enterprises, technical specialists and the private sector into the same room. Dependencies had to be exposed. Bottlenecks had to be resolved. Owners, timelines and measurable outcomes had to be identified.

That is what systems planning looks like.

What This Means for Malaysia Today

Looking back, Tanzania did not merely need a Gas Master Plan. It needed a national development architecture in which gas could become one of the engines of industrialisation, electrification and broader economic progress.

The same principle remains relevant to Malaysia's energy transition today. Whether we are discussing LNG, biomethane, hydrogen, renewable power or third-party access, technology is only one layer. Infrastructure, regulation, market design, demand, talent and execution must move together.

The question is never simply, "Do we have the resource?" The more important question is, "Have we designed the system capable of converting that resource into lasting public value?"

Design the system, not just the pipeline.
